Ms. Hernández is a graduate of the Law School of  Universidad Iberoamericana (UNIBE). She earned a Master of Advanced Studies in Democratic Society, State and Law from Universidad del País Vasco; a Master’s in Conflict Prevention and Resolution and an International Postgraduate Degree in Conflict Resolution from the Universidad Oberta de Cataluña, and a Master’s in Business Law and Economic Legislation from the Pontificia Universidad Católica Madre y Maestra. She is a theologian, certified mediator and certified coach, and is currently working on her doctoral thesis at Universidad del País Vasco. She has received training in Oral Litigation, Criminal Procedural Law, Human Rights, Investigative Process and as a Public Prosecutor, and has attended a variety courses, workshops, seminars, and national and international conferences, having been a panelist and speaker in many of them. She is the author of many essays and articles.

As the Founding Director of the National Office of Public Defense (ONDP), she was an instrumental part of the team that created the Office and guided its consolidation as an independent institution. She is also a former Coordinator for the Caribbean and General Coordinator of the Interamerican Association of Public Defenders (AIDEF), the first association to create public policies and standards for public defenders’ offices in the hemisphere.  Her extensive experience in the Judiciary and the Public Prosecutor’s Office includes participating in reform implementation processes. She is an expert in Good Corporate Governance and Institutional Integrity System (SII) implementation and has received several awards for her work in Public Defense and her commitment to the institutionalization of that Office, as well as for her work in favor of human rights and justice in the Dominican Republic.
